Symposium on "The New Cooperation Model between University and City under the New Situation" Successfully Held ｜ Participants from the Government-Industry-University-Research Fields Gathered Together to Discuss the University-City Integration Development
From July 30 to August 2, 2022, a delegation of non-party experts and scholars from Tsinghua University visited Qingdao and carried out a series of government-industry-university-research exchange activities for the purpose of promoting in-depth cooperation between the Tsinghua (Qingdao) Academy of Arts and Science Innovation Research and the relevant key industries in Qingdao.
On July 30, 2022, they were invited to hold talks and exchanges with Deng Yunfeng, deputy secretary of the Qingdao municipal Party committee and director of the United Front Work Department. The meeting topics were further promoting the cooperation between university and city, introducing the advantageous resources of Tsinghua University and promoting the industrial development of Qingdao based on the Tsinghua (Qingdao) Academy of Arts and Science Innovation Research.

On the morning of July 31, 2022, the Symposium on "The New Cooperation Model between University and City under the New Situation" was successfully held in the Tsinghua (Qingdao) Academy of Arts and Science Innovation Research. The representatives of non-party experts from Tsinghua University and representatives of the working committee and management committee of Qingdao West Coast New Area gathered together to discuss the future. Taking the Tsinghua (Qingdao) Academy of Arts and Science Innovation Research as an example, they discussed the topics of exploration of a new cooperation model between university and city by focusing on university-city integration development and collaborative innovation of government-industry-university-research.

Before the meeting, the related political leaders, experts and scholars, accompanied by Zhao Chao, vice president of the Academy of Arts & Design, Tsinghua University, vice president of the Tsinghua (Qingdao) Academy of Arts and Science Innovation Research, chairman of the Tsinghua Committee of the China Association for Promoting Democracy and member of the Standing Committee of the Beijing Municipal Committee of the China Association for Promoting Democracy, visited the international industrial design laboratory, the advanced manufacturing and design prototype laboratory and the art and science experience center. During the meeting, they mainly visited three major exhibitions: "Sowing and Sprouting, Ripening and Harvesting—Special Exhibition of the Academy of Arts & Design, Tsinghua University" (which was inspected and visited by general secretary Xi Jinping), the international exhibition of art-science collaborative innovation with the theme of "Art-Science Integration · Creating the Future with Quality", and the Chinese Style Art and Design Exhibition (a special key project under the national key R&D program of the Ministry of Science and Technology). Vice president Zhao Chao systematically introduced the construction concept and development ideas of the research institute to the visitors. Based on the cultural deposits and cultural heritage of Tsinghua University, the research institute has developed an in-depth understanding and insight into the integration of art and science.

Focusing on the theme of "The New Cooperation Model between University and City under the New Situation", the participants conducted in-depth and systematic discussions and exchanges from different perspectives in accordance with the practical work, and made suggestions for the development of the new area. After the introduction, Sun Yonghong, member of the Standing Committee of the CPC Qingdao Municipal Committee, secretary of the Working Committee of the West Coast New Area and secretary of the CPC West Coast New Area District Committee, welcomed the experts and thanked Tsinghua University for its long-term concern and support for the development of the New Area. He said that at present, by following the lead of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and based on the idea of "going ahead and opening up a new situation", the related departments are putting all efforts to build the West Coast New Area into a high-quality development leading area, a new highland of reform and opening up, a new model of urban construction and a livable city full of happiness, and a demonstration leading area of socialist modernization in the new era. Taking the integration of university and city as a powerful engine for the high-quality development of the New Area, we have adhered to the development led by talents, and developed the integration of university and city in the form of harmonization and coexistence and mutual promotion. For a long time, a good tradition and foundation of cooperation have been established between Tsinghua University and the New Area. I hope that experts will give full play to the resource advantages of Tsinghua University, participate in the reform and development of the New Area in an all-round way, make good use of the Tsinghua (Qingdao) Academy of Arts and Science Innovation Research as the new platform for university-city deep integration, and make more useful explorations in the transformation of innovation achievements, talent gathering and joint training, so as to jointly create an innovation highland serving Qingdao and radiating the whole country. Based on the natural endowment, the New Area will open up resource elements, provide broad development space, and do a good job of providing service guarantees, so as to achieve mutual benefit and development.
After that, vice president Zhao Chao introduced the work of the Tsinghua (Qingdao) Academy of Arts and Science Innovation Research. The Tsinghua (Qingdao) Academy of Arts and Science Innovation Research was registered in Qingdao in 2018. By giving full play to the advantages of Tsinghua University in art and design and other comprehensive disciplines, it has carried out interdisciplinary R&D and design, and created an innovation base for the cross integration of major culture, science and technology to serve the development of local economy, society and culture. Since it was ready for operation in January 2022 and officially put into operation, the research institute has gathered high-quality resources from enterprises, universities and society and built laboratories focusing on innovation of travel, lifestyle, health and welfare and other fields in the future. By covering various industrial fields such as clothing, food, housing, transportation and education, the research aims to create an integrated art and design innovation R&D ecological chain. So far, the research institute has prepared and built nearly 30 laboratories with major enterprises such as Hisense Group, Kotler Marketing Group and Fashion Group, with contracted scientific research totaling RMB 250 million.
Professor Bai Chongen said that people's pursuit of beauty in products and services is an important direction in the future. It is possible to explore a long-term and sustainable cooperation mechanism by the School of Economics and Management and the Tsinghua (Qingdao) Academy of Arts and Science Innovation Research to establish better and deeper cooperation regarding the commercialization of science and art and the integration of technology, humanity and economy.
Professor Han Minfang said that it is not difficult to make life artistic. Art is a good vehicle that can give science and culture into full play, allowing them to enter into life extensively. With the research institute as a platform, we can explore the integration of art, science and culture in a better way.
Professor Zhao Chao said that the establishment of the research institute could promote the match-making between the research achievements of the art & design discipline of Tsinghua University and the industry, and further incubate new products, new brands and new services. Moreover, the research institute also needs the interdisciplinary advantages of the university to break through the interdisciplinary barriers of Tsinghua University and promote the art-science integration innovation, the collaborative innovation of universities and industries, the transformation innovation of enterprises and industries, and the linkage innovation of talent training pattern and social development requirements.
Professor Yang Jinlong said that Qingdao has obvious industrial advantages in attracting scientific and technological achievements to settle down. The demands of the government and the university are different, and the number of Tsinghua projects introduced cannot be the only indication. We need an organization representing both the government and the research institute to dig deep into the projects of Tsinghua University, incubating listed companies in the local area by relying on the capital advantage of Qingdao. By taking Qingdao as a foothold, the research institute has to pay attention to a major issue: the development field and direction.
Professor Zheng Xiaoping said that a comprehensive capital body, based on the integration of graphic art, art, science and technology, has been formed, which will be a new industrial direction with unlimited potential. It is suggested that the research institute may establish a talent training plan as a highlight, which can be made by breaking through the diplomatic pattern from the perspective of art diplomacy. In terms of the development trend, that is, is the institute positioned to follow the path of national art diplomacy or the path of capital development? Under the current situation, the latter gets a higher probability.
Professor Pei Pucheng said that product design and technical design require the versatility of art and technology integration. The function and performance are the first consideration of engineering, because it is difficult to modify after completion in case of slight thoughtlessness in appearance design. There is broad space for cooperation and combination in this respect. Once the technical resources of Tsinghua University are introduced and transformed in Qingdao, it will be a promising platform.
Professor Wang Jiansong expressed his appreciation to participants for generously sharing cutting-edge concepts and valuable experience, contributing "golden ideas" to the new cooperation model between university and city, and injecting "new momentum" into the high-quality development of the city. Within the limited time of the Symposium, their speeches were to the point, concise and comprehensive. Today, we have exchanged ideas on on-campus integration, university-city integration and international integration, reflecting the wisdom of art and science integration.
The Symposium was successfully concluded in a relaxed and pleasant atmosphere. Zhou Mingsheng, executive deputy director of the United Front Work Department of Tsinghua University, gave the final conclusion that by reaching cooperation and pursuing win-win outcomes, the local government and Tinghua University will achieve mutual benefits. It is necessary to combine technology with design in transforming technologies into products and realizing industrialization. In addition, because the Tsinghua (Qingdao) Academy of Arts and Science Innovation Research is an independent legal person with unique advantages, a standardized management system and management mechanism are required to be established to introduce relevant projects of Tsinghua University to it. The external environmental resource is also a good support to the high-quality development of the university. Moreover, academic seminars from the perspective of art and science combination can be held to profoundly influence students of science and engineering.
