On the morning of May 26, the Standing Committee of the CPC Qingdao Municipal Committee held an enlarged meeting to convey and study the important speeches and instructions from General Secretary XI Jinping’s inspection of Shandong Province and to discuss how to implement these instructions. ZENG Zanrong, Secretary of the CPC Qingdao Municipal Committee, Chaired and addressed the meeting.

At the meeting, it was pointed out that General Secretary XI Jinping’s inspection of Shandong Province fully embodies his earnest expectations for Shandong’s development and his caring concern for the officials and masses in Shandong. It is a significant milestone in the history of Shandong’s development. General Secretary XI Jinping’s important speeches during his inspection vividly elaborated on a series of fundamental, directional and overall major issues concerning Shandong’s long-term development, endowed Shandong with a new mission and task in the Chinese path to modernization, pointed out the development direction for Shandong’s development, and also provided fundamental guidance. General Secretary XI Jinping’s important speech at the symposium with enterprises and experts in Shandong Province answered a series of major theoretical and practical questions about development and reform, giving a clear signal to further comprehensively deepen reform. Party organizations at all levels and the party members and officials in the city must resolutely unify their thoughts and actions with the spirit of General Secretary XI Jinping’s important speech, keep in mind the instructions, be grateful, and forge ahead. We should always stride forward in the direction guided by the General Secretary, and promote the practice of Chinese path to modernization in Qingdao with practical achievements. We must firmly support the “Two Affirmations”, and resolutely carry out the “Two Upholds”. It is necessary to incorporate the spirit of speeches from General Secretary XI Jinping’s previous inspections and his important instructions on Shandong and Qingdao work to plan, promote, and implement the corresponding work in a holistic way, and conduct regular “re-reviews” to ensure the effectiveness of the work.

At the meeting, it was emphasized to thoroughly study and understand the essence and rich connotation of General Secretary XI Jinping’s important speeches, grasp his deep affection and high expectations for Shandong, and comprehend the overall positioning and important tasks he set for Shandong. It is crucial to deeply understand the significant deployment of further comprehensively deepening reforms and the important requirements for strengthening the Party building to practically unify thinking and pool strength. It is essential to fully comprehend, grasp and implement General Secretary XI Jinping’s overall positioning and new requirements for the work in Shandong, consciously strengthen responsibility and commitment, and fully and accurately implement the new development concepts, so as to continue to drive forward by comprehensively deepening reforms, leading in serving and being integrated into the new development paradigm, enhancing innovation in economic and social development, and advancing the ecological protection and high-quality development of the Yellow River Basin. We shall also accelerate the construction of a green, low-carbon, and high-quality development zone, establish a high-level highland for opening up to the world, and contribute to the development of the Chinese path to modernization in Shandong. 

At the meeting, it was also emphasized to align with General Secretary XI Jinping’s important instructions, conscientiously implement the work deployment of the CPC Shandong Provincial Committee, grasp the implementation of key tasks, accelerate the construction of a modern international metropolis, and strive to take the lead in the construction of a modern and strong province. We need to thoroughly implement the General Secretary’s important instructions on building a modern industrial system, develop new productive forces according to local conditions, and persist in technological innovation as the driving force for the construction of a modern industrial system. We should coordinate the transformation and upgrading of traditional industries, the cultivation of emerging industries, and the advanced plan for future industries. We need to accelerate green and low-carbon transformation, and focus on shaping new advantages for high-quality development. In addition, our efforts should be made to comprehensively plan marine development, establish and utilize major platforms for marine scientific and technological innovation, vigorously develop the marine economy, and accelerate the construction of a leading modern maritime city. We need to proactively align with major regional development strategies and construct the Qingdao metropolitan circle at a high level. We should completely implement important instructions of General Secretary XI Jinping on deepening reform and opening up, deepening key reforms in state-owned enterprises and high-tech innovation areas, and injecting strong impetus into economic and social development. We need to exploit the advantages of the linkage” of sea, land, air, and rail ports to smooth international logistics channels, give full play to open platforms such as the SCO Demonstration Zone and China (Shandong) Pilot Free Trade Zone Qingdao Area (Qingdao FTZ), steadily expand institutional opening up, and be deeply integrated into the high-quality construction of the “Belt and Road”. We need to thoroughly implement the General Secretary’s important instructions on comprehensively promoting rural revitalization, resolutely take responsibility for food security, vigorously develop rural characteristic industries, deepen and expand the “Laixi experience”, and focus on creating a model area for rural revitalization in Shandong Province. In order to promote the prosperity of cultural undertakings and industries and continuously enhance urban soft power, General Secretary XI Jinping’s important instructions on shouldering the new cultural mission of the era should be thoroughly implemented, and the creative transformation and innovative development of China’s outstanding traditional culture should be promoted. We need to implement General Secretary’s important instructions on Party building and on education of Party discipline, firmly shoulder the political responsibility of governing the Party, and promote the formation of a high degree of self-consciousness in compliance with regulations and disciplines.

At the meeting, it was stressed that it is a prime political task to seriously study, publicize and implement the essence of the important speeches of General Secretary XI Jinping at present and in the future. Authorities and departments all levels in the city must firmly shoulder their responsibilities, make careful organization and arrangements, conduct in-depth study and discussion, strengthen publicity and interpretation, refine work tasks, strengthen supervision and inspection, and promote deep and solid learning and implementation with a high degree of political, ideological and action consciousness. It is necessary to transform the enthusiasm and passion inspired by the study and implementation of General Secretary’s important speeches into actual and effective accomplishment of current tasks in all fields, and focus on economic operation, project construction, ecological environmental protection, risk reduction, safety production, and social stability, thus promoting continuous progress and achievements in economic and social development.
